DRG provided services from concept development to construction support, including environmental screening, permitting, and habitat assessment services during a bridge replacement in Monmouth County, NJ. DRG is monitoring state-endangered piping plovers and conducting post-construction mitigation.
Mitigating Safety Hazards Through New Construction
Per the NJTPA’s Local Capital Project Delivery (LCPD) program, Monmouth County Bridge S-32 over Shrewsbury River was a pilot project in the local concept development (LCD) phase. Davey Resource Group, Inc. (DRG) provided services during LCD, preliminary engineering, final design, and construction support. Bridge S-32 carries Rumson Road (County Route 520) over the Shrewsbury River, connecting Sea Bright and Rumson in Monmouth County, NJ. The project assessed structural and roadside deficiencies and concluded that a complete replacement was necessary.

DRG conducted an environmental screening to collect data on natural resources, resulting in an environmental screening report approved by an Interagency Review Committee, including FHWA, NJDOT, and NJTPA. DRG prepared an NEPA categorical exclusion determination (CED) and submitted environmental permits, including NJDEP freshwater wetlands and coastal permits, as well as a USACE 404/10 nationwide permit. DRG also performed an essential fish habitat assessment and an informal Section 7 consultation with NMFS. Piping plovers, a state-endangered/federally threatened species, nest within 1,000 meters of the bridge. DRG is monitoring the plovers per permit conditions and USFWS protocol.
For the final design, DRG provided intertidal/subtidal shallow and riparian zone mitigation services, completed the mitigation construction, and is currently conducting post-construction monitoring.
